A2P 10DLC

The US registration of a business and its texting use case with carriers. HighLevel requires it to text US mobile numbers from LC Phone local numbers.

Last reviewed

Short answer

A2P 10DLC is the US carrier registration system for application-to-person texting from local 10-digit numbers. HighLevel's help center says all businesses using LC Phone must register their brand and campaigns through The Campaign Registry before sending SMS or MMS to US mobile numbers from local business numbers. The fees are pass-through charges and can change.

In practice

A2P 10DLC is the US carrier registration system for application-to-person texting from local 10-digit numbers. HighLevel’s help center says all businesses using LC Phone must register their brand and campaigns through The Campaign Registry (TCR) before sending SMS or MMS to US mobile numbers from local business numbers [1].

How A2P registration works in HighLevel

You submit your brand and campaign through HighLevel’s Trust Center and pay a bundled one-time fee that covers brand registration, campaign vetting and Fast Track processing [1]. HighLevel says Fast Track ($3, included in the bundle) provides approval within three business days [1]. Each additional campaign under the same brand carries a $15.00 vetting fee [1]. The fee page does not walk through each form step and links separate articles for that.

What it costs

HighLevel’s A2P fee page lists these as pass-through charges from TCR, Twilio and mobile carriers, with no markup from HighLevel [1]. Figures as read on 2026-10-31 (page modified 24 Sep 2026):

Item Amount
Sole Proprietor bundle (one-time) $22.50
Low Volume Standard bundle (one-time) $22.50
High Volume Standard bundle (one-time) $64.00
Additional campaign under the same brand $15.00 vetting fee
Sole Proprietor (Starter) campaign, monthly $2.00
Standard use case campaign, monthly $10.00
Low Volume Mixed use case, monthly $1.50
Special use: Charity / 501(c)(3), monthly $3.00
Special use: Emergency Services, monthly $5.00

HighLevel’s pages do not agree to the cent. Its Phone System Pricing & Billing Guide (modified 12 Oct 2026) lists monthly campaign fees of up to $2.10 for Sole Proprietor, $1.50 to $10.50 for Low Volume and $10.50 for High Volume, with the same one-time amounts [2]. That guide also says a fixed 5% markup is added to A2P and carrier fees at sub-account level when rebilling is enabled [2], which may explain the difference, though HighLevel does not say so. We quote the dedicated A2P fee page above. Both pages say external providers set the prices and they can change, so confirm in the Trust Center before you submit [1].

Volume tiers

The bundle you pay depends on the registration type. HighLevel describes Sole Proprietor as one number with 3,000 message segments a day, Low Volume Standard as multiple numbers with 6,000 segments a day, and High Volume Standard as multiple numbers with 600,000 segments a day [1]. The Low Volume Mixed use case supports up to 2,000 SMS segments a day to T-Mobile [1].

Fees and rejections

The pricing guide says submitting a campaign starts both the one-time and monthly fees regardless of the review outcome, and that the $3 Fast Track fee is non-refundable [2]. Resubmitting a rejected campaign carries no additional vetting fee [1]; the guide dates this to 1 February 2026, when the previous $15 resubmission fee was removed [2].

Before you submit

Gather the legal business details the Trust Center asks for and describe the texting use case accurately, because a rejection still costs time. The help center links separate articles on rejections and fixes, so read those before a first submission.

Why it matters for agencies and service businesses

If a client texts customers from an LC Phone local number, their registration has to be approved before US texts go out reliably. An agency onboarding many clients repeats this per client brand, and the fees are a cost to plan for in pricing (see HighLevel usage costs). If you rebill phone usage, decide in advance who bears the registration and monthly campaign fees.

Common mistakes

  • Starting a project plan with texting before registration is approved.
  • Assuming the one-time fee is the only cost; monthly campaign fees continue [1].
  • Submitting a rushed campaign. Fees start on submission whatever the outcome [2].
  • Treating the figures as fixed. HighLevel says they can change at any time [1].
