Who each plan fits

Starter ($97 a month)
Suits a consultant or in-house marketer running one business and up to two clients, because it allows three sub-accounts with unlimited contacts and users. A weaker fit if you will pass three sub-accounts soon: the next step is the $297 plan, not a per-account fee.
Unlimited ($297 a month)
Suits an agency with four or more clients that passes phone and email costs through at cost, because it removes the sub-account cap and allows rebilling without markup. A weaker fit if you plan to mark up usage or resell the platform: HighLevel documents markup only on the $497 plan.
Founder ($497 a month)
Suits an agency that will mark up rebilled usage or sell the platform as its own SaaS product, because markup and SaaS mode are documented on this plan. A weaker fit if markup income will not cover the extra $200 a month over Unlimited, plus the Stripe and support work of running SaaS.

If your needs sit between two plans, work out your real client or location count first. The agency profit calculator helps.

Usage charges that can change the total

Messaging, calling and some automation and AI features are billed by usage on top of the plan. Rates we could read in HighLevel's help center:

Carrier fees can apply on top of SMS. US text messaging also needs A2P 10DLC registration, which HighLevel describes as passthrough fees.
