HighLevel's Starter ($97), Unlimited ($297) and Founder ($497) plans explained: what changes between them, plan names, annual vs monthly, and add-ons. Dated.

Short answer
HighLevel lists three plans: Starter at $97 a month, Unlimited at $297 and Founder at $497, plus a custom-priced Enterprise tier. What changes between them is mostly the number of sub-accounts and rebilling, since contacts and users are unlimited on every plan. Usage such as texting, email, calls and some AI is billed on top.
HighLevel (also written GoHighLevel) has three published plans: Starter at $97 a month, Unlimited at $297 and Founder at $497, plus a custom-priced Enterprise tier [1]. What changes between them is mostly the number of sub-accounts and how much you can do with usage billing (rebilling, with or without markup). Contacts and users are unlimited on every plan [1]. This page is the overview. For advice on which plan to pick, read which plan fits your agency.

How we researched this
We read HighLevel’s pricing page and its help center on 2026-10-31 and wrote down what they say. We have not bought a plan or used the product for this page, so there are no screenshots or claims about using it. Where HighLevel’s pages disagree with each other, we say so.
How much does HighLevel cost?
| Starter | Unlimited | Founder | Enterprise | |
|---|---|---|---|---|
| Monthly | $97 | $297 | $497 | Custom |
| Annual | $970 | $2,970 | $4,970 | Custom |
| Sub-accounts | 3 | Unlimited | Unlimited | “Full feature set” of the top plan |
| Contacts and users | Unlimited | Unlimited | Unlimited | “Full feature set” of the top plan |
| Rebilling phone and email | Not available | At cost, no markup | At cost or with markup | “Full feature set” of the top plan |
| API | Not on the card | “Basic API Access” on the card | Included (everything in Unlimited) | API limit increase by request |
| Source | [1][2] | [1][2] | [1][2] | [1] |
The page’s general feature list also includes “API Access” without saying which plan it applies to [1]. The Unlimited card says “Everything in Starter Plan and…” and the Founder card says “Everything in Unlimited Plan and…” [1]. So each plan adds to the one below it. Nothing is removed as you move up.
What changes between the plans
Starter ($97 a month)
Starter includes 3 sub-accounts, unlimited contacts, unlimited users, 24/7 support and what the page calls “All Core Features” [1]. A sub-account is the separate workspace HighLevel uses for one business or client. HighLevel describes the plan as suited to smaller businesses and solo marketers [1].
Unlimited ($297 a month)
Unlimited removes the sub-account cap. It adds rebilling of phone and email usage with no markup, and basic API access [1]. HighLevel’s help center says rebilling without markup is available on this plan and on Founder, “for supported services, except where a product has separate requirements” [2]. Dedicated email IPs ($59 a month) are listed as available only on the $297 and $497 plans [2].
Founder ($497 a month)
Founder adds an “exclusive FOUNDER feature set”, rebilling with markup, Founders Club Access, HL Partner Network Access and “The Most Free AI” [1]. We could not find a page that defines the first, third and fourth items, so we don’t describe them. What is documented is that rebilling with markup is available only on this plan and is part of SaaS mode [2]. The details are in HighLevel SaaS mode pricing.
The help center also says the AI Employee Starter plan ($20 a month per sub-account) is available only to agencies on Founder, and that Founder is the plan that can rebill AI Employee usage [2][4].
Enterprise (contact sales)
Enterprise is custom-priced. The pricing page lists a dedicated customer success manager and account manager, custom development opportunities, a dedicated Slack channel, premium support, quarterly business reviews, enterprise reporting, a white label mobile app and HIPAA compliance, all included [1]. We have no price for it.
The $497 plan: Founder, Pro or Agency Pro?
This is the most common point of confusion. On 2026-10-31 HighLevel’s own pages used these names for the $497 tier:
- Founder: the plan card on the pricing page, and the help center pricing guide [1][2].
- Pro Plan: the pricing page FAQ (“What is ‘SaaS Mode’ on the Pro Plan ($497/mo)?”) [1], and the help center pricing guide (“the Unlimited and Pro Plans”) [2].
- Agency Pro: the add-ons text on the pricing page [1], and the $497 plan card on HighLevel’s real estate landing page, which lists “SaaS Mode” and “Rebill Phone & Email with Markup” on it [5].
- Agency Starter / Agency Unlimited: the FAQ’s names for the $97 and $297 tiers [1].
We found no other official plan name for this tier. Our read is that all of these point to the same $497 plan, because the pricing, rebilling and SaaS mode wording match. Treat that as our reading, not an official statement. If you are about to pay, check the plan card on the live page.
Is annual billing cheaper than monthly?
The pricing page offers a monthly and an annual toggle [1]. Annual prices are $970, $2,970 and $4,970. Each equals ten months at the monthly price, so the annual saving on Starter is $194, on Unlimited $594 and on Founder $994 (our arithmetic from [1]).
Three details from HighLevel’s billing help article [3]:
- You choose monthly or yearly when you upgrade.
- An existing yearly plan can’t be switched back to monthly in the app; you contact the billing team.
- The subscription is billed separately from the usage wallet, and wallet credits can’t pay the subscription.
The pricing page also says plans are month-to-month with no long-term contract, and that you can upgrade, downgrade or cancel from the dashboard [1]. The page does not say how that applies once you have paid for a year, so ask HighLevel before committing to annual billing.
Upgrades, downgrades and cancelling
HighLevel’s billing article says the service is prepaid. If you upgrade mid-cycle you are charged immediately for the new plan and get a prorated credit for unused time on the old one. Its example is an upgrade from $297 to $497 on March 15, billed about $133.33 for the remaining 20 days [3]. That figure equals 20/30 of the $200 monthly difference (our arithmetic); the same example also mentions a $99 credit that we could not reconcile with it, so treat the example as illustrative. Downgrading does not automatically cancel add-ons, marketplace apps or phone numbers [3].
Upgrades, downgrades and cancellation all start from Agency Settings, then Billing [3]. Agency accounts can’t be paused. To stop one you cancel, and you can reactivate later with your data restored [3].
What the plan price does not cover
The pricing page marks Conversation AI, Voice AI, Reviews AI, email and SMS marketing, and inbound and outbound calling with an asterisk: “usage based charges apply” [1]. These come out of an agency wallet that recharges your card when it runs low [2]. See HighLevel usage costs for the rates.
Optional add-ons listed on the pricing page include [1]:
| Add-on | Price listed |
|---|---|
| AI Employee Growth Plan | $50 a month per sub-account |
| AI Employee Unlimited Plan | $97 a month per sub-account |
| Branded Client Portal App | $49 a month per sub-account |
| Dedicated email IPs | $59 a month per IP |
| HighLevel Certification Program | $97 a month |
| HIPAA compliance | $297 a month |
| Online listings management | $30 a month per sub-account |
| Premium prospecting tool | $29 a month per sub-account |
| Premium support | $500 a month |
| SEO (powered by Search Atlas) | $79 a month per sub-account |
| WhatsApp integration | $10 a month per sub-account |
| White label mobile app | $497 a month |
| WordPress hosting | From $10 a month per site |
The pricing page says most add-ons can be resold with your own markup on the $497 plan, which that sentence calls “Agency Pro” [1]. The help center pricing guide gives quarterly or yearly options for two of them: the white label mobile app at $497 a month or $1,491 a quarter, and premium support at $500 a month or $5,000 a year [2]. It also limits dedicated IPs to the $297 and $497 plans [2], adds an AI Employee Starter plan at $20 a month limited to Founder [2][4], and says the Ad Manager has no platform fee [2].
Some AI assistants (for example Ask AI and AI Studio) are free to agency users on all three plans, subject to fair-use limits. AI agents such as Conversation AI and Voice AI are paid [4].
Who should pick which plan

Which plan to look at first
If you want a quick answer, the plan-fit guide walks through it by client count and rebilling needs. To compare the cost against the tools you would replace, use the software stack savings calculator. If you are not sure HighLevel is the right category, try the CRM chooser quiz. What is the difference between HighLevel's $97 and $297 plans?
The main difference is sub-accounts. Starter includes 3; Unlimited includes unlimited sub-accounts, plus rebilling of phone and email usage without markup and basic API access [1].
Is the $497 plan called Founder, Agency Pro or Pro?
All three names appear on HighLevel's own pages for the same $497 tier. The plan card says Founder, the FAQ says Pro Plan and the add-ons text says Agency Pro [1]. The help center pricing guide uses both Founder and Pro [2].
