Rebilling
Charging a client for the usage costs HighLevel bills to an agency's wallet, such as texts, calls and email. Markup depends on the agency plan.

Short answer
Rebilling is how a HighLevel agency passes usage costs on to its clients. Texts, calls, email and some AI and automation features are charged to the agency's wallet, and rebilling lets the agency charge the client for them, at cost or, on the top plan, with a markup. The $297 Unlimited plan can rebill only at cost.
In practice
Rebilling is how a HighLevel agency passes usage costs on to its clients. Texts, calls, email and some AI and automation features are charged by usage to the agency’s wallet; rebilling lets the agency charge the client for them, at cost or, on the top plan, with a markup. HighLevel’s help center says the agency wallet is always charged for this usage, and the agency’s own Stripe account then charges the client [2].
How rebilling works in HighLevel
The agency wallet pays for usage-based services. HighLevel’s pricing guide says each charge is deducted from the wallet, and the agency card on file is charged to refill it when the balance falls below your minimum [1]. Common wallet-funded services include the phone system, email, email validation, AI usage, address autocomplete and workflow premium features [1].
With rebilling on, the client side mirrors this. HighLevel describes a sub-account wallet that works like the agency wallet: the agency’s Stripe account, not HighLevel’s, charges the client’s card to reload it, and HighLevel’s Stripe never charges a sub-account directly [2]. Those charges belong to the agency and are subject to Stripe’s processing fees [2].
Which plans can rebill
HighLevel’s pricing guide and its rebilling explainer agree on the plan rules [1][2]:
| Plan | Rebilling at cost | Rebilling with markup |
|---|---|---|
| Starter ($97/mo) | Not listed; HighLevel lists rebilling only for the $297 and $497 plans | No |
| Unlimited ($297/mo) | Yes. Phone rebilling only for sub-accounts on LC Phone, not their own Twilio [3] | No |
| Founder ($497/mo) | Yes | Yes |
The pricing guide adds that rebilling AI Employee usage needs the $497 plan, and that the markup can be set in sub-account settings or in the SaaS Configurator [1]. HighLevel’s activation article gives a default markup of 1.05x, meaning 5%, to cover Stripe charges [3]. Sub-accounts created by SaaS mode have rebilling with markup turned on by default [2].
Fixed pass-through markup on phone fees
HighLevel’s phone pricing guide treats some charges as pass-through: A2P registration fees, SMS, MMS and RCS carrier fees, and verified caller ID. When rebilling is enabled, a fixed 5% markup is applied to these at sub-account level [4]. The agency’s own multiplier is set under Agency View, Reselling, Core Services. HighLevel’s worked example: a $10.00 carrier fee becomes $21.00 to the client with a 2x multiplier and rebilling on, and stays $10.00 with rebilling off [4]. See A2P 10DLC for those fees.
Workflow premium features
Premium workflow triggers and actions, such as inbound webhooks or Google Sheets and Slack actions, cost $0.01 per execution after 100 free lifetime executions per eligible sub-account [6]. You enable them at agency level, then set rebilling and markup per sub-account under Manage Client, Rebilling [6]. Enabling at agency level does not set up rebilling for every sub-account. At a 2x multiplier the client pays $0.02 per execution [6].
Rebilling versus reselling
The two are easy to mix up. Rebilling charges a client for usage. Reselling covers add-on services a sub-account can use or buy through the agency, such as WordPress hosting, WhatsApp or Conversation AI: HighLevel charges the agency its price, and the agency can re-sell at that price or higher from Agency View, Reselling [1][2].
Setting it up
HighLevel’s activation article walks through phone rebilling. Under the agency’s Settings, Phone Integration, each sub-account shows one of three states: rebilling enabled, rebilling can be enabled, or rebilling disabled because the client is not on LC Phone [3]. You turn it on from Manage Client, then request the client’s payment method. The client adds a card under their own Settings, Company Billing; the sub-account needs at least one account admin, and HighLevel says agencies must not add their own card there [3]. Until payment setup is complete, rebilling stays On Hold and the sub-account may have restricted access [2]. A separate rebilling dashboard shows the most recent six months of activity, filterable by sub-account [5].
Why it matters for agencies
Usage can be larger than the plan fee for heavy senders. Without rebilling, the agency absorbs it. With it, usage becomes a line item the client pays. It is also why SaaS-mode pricing should be worked out from real usage rates; see HighLevel usage costs for dated figures and the Agency Profit calculator to test your margin. Who rebilling suits
Agencies with usage-heavy clients, such as high-volume texting or calling, benefit most. An agency that bills a flat all-in monthly fee may prefer to absorb usage and price it into the retainer. Either way, work out the cost per client first.
Common mistakes
- Assuming markup is available on every plan. Only the $497 plan offers it [1].
- Expecting phone rebilling on the Unlimited plan for a sub-account that uses its own Twilio account [3].
- Putting the agency’s own card on the client’s billing page [3].
- Letting a wallet run dry. HighLevel says LC services are halted if a wallet goes negative [2].

Does the client need a card on file? Yes, added under the client’s own Company Billing settings [3].
